Winchester Planning Board clears procedural path for Rocky Ledge Terrace subdivision to shrink from three lots to two. The board voted 4-0 with one abstention at its July 21 meeting to classify the proposed changes — reducing lots, swapping a cul-de-sac for a hammerhead turnaround, and cutting paved area from roughly 14,500 square feet to about 3,500 square feet — as a minor modification, allowing staff rather than the full board to handle the remaining review. One member recused, saying his family's company, Volney Capital, was the original 2022 applicant, though the project was sold in 2023.
Applicant Mr. DeVito, who told the board his family has owned the property for about three years and endured more than a two-year Eversource utility delay, confirmed he will retain sole ownership until the modification process is complete. The board also continued a separate hearing on 1016 Mount Vernon Street to August 4, when it faces one of its longest agendas of the year.
