Planning Board 2026-10-06 Part 2 · Meeting of October 6, 2026
Winchester's Planning Board approved a special permit for a nine-unit building at 10-16 Mount Vernon Street, 4-0 with Chair Jack LeMenager abstaining. Member Brian Vernaglia's motion finding the project satisfied the town's inclusionary housing bylaw intent passed 4-1, over member Keri Layton's written dissent arguing legal counsel had found the project should require a deed-restricted affordable unit or a pro forma feasibility review. The board set the project's floor-area ratio cap at 2.5, above both the applicant's calculated 2.28 and staff's 2.29, to leave a margin for minor recalculation.
"I generally approve of the project except for the exclusion of ... vetting of a possibility of an affordable housing unit," Layton said before casting her final vote in favor. The board separately split 3-2 twice before recommending favorable action on a revised duplex design at 67-69 Hemingway Street, and declined, 4-0 with member John Cortizas recused, to take any action on Cortizas's own home-renovation project on Norfolk Road.
