WINCHESTER — A Winchester Planning Board design subcommittee voted unanimously to again recommend against a third-floor addition at 1016 Mount Vernon Street, the third rejection of the same design in roughly five years. Design Review Committee member Ellen Spencer said "the applicant has chosen to ignore all recommendations and guidelines in both the federal and our local zoning regulations," while Historical Commission member Julie Broderick said she'd "prefer to have this building with a third story on it than not have this building at all." The project would add four MassHousing "micro units" of 399 to 519 square feet to the historic Richardson Block. Separately, the full board unanimously endorsed a lot-line swap of roughly 700 square feet between 3 Dennett Road and 17 Hollywood Road, approved its amended annual report, and heard a ninth-grade student, Lily Ryan, pitch more local business permitting, citing Winchester's 1,098 businesses against Lexington's 2,072.
The Mount Vernon matter returns to the full board September 8.
