WINCHESTER — The Winchester Planning Board advanced a Mount Vernon Street expansion and heard a pitch to rezone a historic church for housing. Members unanimously found the 1016 Mount Vernon Street development application, which seeks a floor area ratio increase to as much as 2.5 and four new residential units on a third floor, "substantially complete," and scheduled a joint review with the Center Business District Review Subcommittee for August 18. Attorney Mark Vaughan presented a conceptual plan to rezone the 1.5-acre First Church of Christ property at 114 Church Street from Conservancy Institution to the RB20 multifamily district, proposing 18 units including five condos inside the preserved 1956 church building.
The board also recommended favorable action on a 208 Ridge Street accessory dwelling unit special permit. In a lengthy zoning bylaw discussion, resident Lance Grenzbeck warned the board to "prepare absolutely everything excellently" before bringing contested language to town meeting, and members agreed to send town counsel redlined changes to Sections 3.5, 4.1.1 and 6.4 ahead of a September 8 hearing.
