Winchester Town Meeting opens with override fallout, passes $7.9 million solar bond. Finance Committee Chair Derek Ross called it "an interesting year," reporting a $900,000 gap remaining in the town's $171 million budget and $21 million in free cash the town won't let drop below $10 million. School Committee Chair Tim Matthews said a "new reality" is hitting students and families after the override's failure, with personnel now 88 percent of the school budget.
Town Manager Chris, 15 weeks into the job, said town meeting is "the high point of the democratic process" and touted the town's secured AAA bond rating. Members also approved a 6 percent short-term rental tax, a 7 percent water rate hike, a $750,000 transfer to the stabilization fund, and, after member Chris Nixon's amendment added the Ambrose School, a $7.9 million solar bond projected to save $7.3 million over 25 years.
