Winchester Town Meeting approves human rights panel, new rules

Winchester Town Meeting creates a Human Rights Commission and rejects a carriage house demolition. Members voted 124-29 to establish a nine-member commission, including two student seats, after proponents cited more than 3,200 discrimination claims filed statewide in 2025 and 467 documented hate crimes. Town Meeting also adopted new "Town Meeting Time" procedural rules, adding an assistant moderator and codifying the consent agenda, effective this fall.
A $300,000 bid to demolish the Ambrose School carriage house failed after drawing only 35 percent support against a two-thirds threshold, giving the Historical Society roughly a year to explore reuse. Members separately approved $830,000 more for the South Reservoir Dam project after a contractor dispute, $200,000 for a town hall repair study, and $1.5 million, unanimously, to study rebuilding the 1967-built Muraco School, which could draw a 32 percent state reimbursement.
