Select Board · Meeting of Monday, July 13, 2026

Winchester's Select Board delayed a retirement notice deadline and paused full backing for seven Community Preservation Act projects. The board voted 4-0, with one member abstaining, to rescind an August 1 cutoff for employees to declare retirement, keeping a new 50-50 health insurance cost split plus $200 Medicare Part B subsidy on track for January 1, 2027, and requested a report on operational impacts. Resident Jennifer Wilson had warned the deadline "could make orderly succession planning much more difficult." Separately, WCCP Chair Christina Marshall told the board its prior approval memo was insufficient for a "care, custody, and control letter," prompting members to direct Town Manager Christopher Senior to detail all seven pending applications, worth roughly $1.4 million plus a $2.75 million Forest Ridge borrowing request, before issuing formal letters.

The board also appointed Katie Hammer and Ian Anderson to a new Long-Term Financial Planning Committee and marked the final meeting of outgoing member Paras Bhayani.

Correction (Nov. 3, 2026): An earlier version of this story gave the wrong meeting date (it was July 13), misspelled member Paras Bhayani's name and said the retiree votes were unanimous; Vice Chair William McGonigle abstained on rescinding the deadline and voted against the report request. It also credited a remark about unready projects to Michelle Prior instead of Bhayani, and credited several other remarks to members the recording does not identify; those remarks are now unattributed.
