Planning Board · Meeting of May 5, 2026
Winchester's Planning Board approved two home projects and previewed a rewrite of special permit and site plan rules, continuing the hearing to June 9. The board voted 5-0 to approve a second-story addition over a garage at 22 Governor's Avenue and 4-0 to approve retaining walls and a deck at 24 Hillcrest Parkway, with any tree six inches in caliper or larger removed to be replaced. Building Commissioner Tom Kennedy and Zoning Board of Appeals member David Feigenbaum weighed in on proposed tiers of review, with Feigenbaum saying "being specific and having numbers in the bylaw is endlessly valuable." Consultants said state law bars regulating single-family floor area directly, pushing the town toward floor-area-ratio standards instead.
A separate presentation outlined a downtown wayfinding signage plan headed to the historical commission May 12 and Select Board May 18.
