Winchester Scrutiny Committee backs single-developer restructure of regeneration consortium

Winchester's Scrutiny Committee unanimously backed a Cabinet proposal to restructure the Central Winchester Regeneration Scheme's development consortium, replacing the two-partner Jigsaw arrangement with a single developer. GKRL, the Japanese-linked half of the consortium, has withdrawn, leaving PFP Igloo to take on 100 percent of the project and its risk, subject to Cabinet approval at a January 21 meeting. Cabinet Leader Councillor Todd told the committee the change was provided for in the development agreement and argued it would accelerate the project by eliminating internal governance delays that had at times been traced to the GKRL side.
Resident Ian Tate, speaking in public comment, questioned whether the council's website should have disclosed GKRL's departure sooner and asked the committee for clearer figures on financial returns, comparing the scheme to the Brook Centre, which yields more than 600,000 pounds annually in ground rent. Councillor Godfrey challenged the paper's handling of risk mitigation, noting the council has contributed more than 25 million pounds in property to the project. The council is racing to secure a planning application and development agreement before a central government structural change order, expected in summer 2026, imposes new spending restrictions tied to local government reorganisation.
