WINCHESTER — Planning Board reconsiders 10 Converse Place, scaling back mixed-use project to five stories. Urban Spaces LLC's Paul Ognibene revised the proposal from six to five stories to address affordable housing constraints, achieving four units at 80 percent AMI while retaining commercial space. The board voted 4-1 to find the design consistent with neighborhood character (Rossettos opposed), unanimously approved the traffic circulation plan, and continued the public hearing to February 24, 2026.

Outstanding issues include building permit fee waivers, revenue sharing for affordable-unit acquisition, and design details on fencing and cell phone antenna placement.
