WINCHESTER — Planning Board approves eight site-plan sections for mixed-use development at Converse Place. Chair Brian Vernaglia led Tuesday's review with the board voting unanimously on pedestrian safety, emergency access, stormwater management, flood control mitigation, parking, and exterior lighting standards; the section on protection of historical structures passed 4-1, with member Nick Rossettos voting against. Applicant Paul Ognibene of Urban Spaces LLC proposed a $100,000 contribution to the town's Affordable Housing Trust if the board required removal of the sixth story, though Housing Partnership Chair John Suhrbier said that amount was insufficient to replace the affordable units proposed in the original six-story design.
