Winchester Planning Board backs five-story mixed-use project with $2 million affordable-housing alternative. The board voted 5-0 to approve a dimensional special permit for applicant Paul Ognibene's Urban Spaces LLC development at 10 Converse Place, selecting a 34-unit, five-story building with a $2 million payment in lieu rather than six deed-restricted units on site. Board member Keri Layton, who reviewed the project's pro forma through a working group, said the group balanced multiple town interests including affordable housing and historic preservation.
Board member Nick Rossettos cast the sole dissent on a finding regarding historic resources. The hearing continues Friday, February 27 at 1:30 p.m.
