Planning Board approves 10 Converse Place five-story mixed-use project

Winchester Planning Board approves five-story downtown mixed-use development. The board unanimously approved a special permit for Paul Ognibene's Urban Spaces LLC to develop 10 Converse Place with 34 housing units and ground-floor retail space. The developer will pay $2 million to the Affordable Housing Trust rather than provide on-site affordable units, determined by the board to be economically infeasible.
The project also includes a 15 percent profit-sharing arrangement capped at $1 million, with a working group to review calculations within 45 days. The Historic Commission, initially opposed in October 2025, reconsidered and found the revised architectural design "aesthetically positive and compatible" with the downtown.
