Winchester planning board advances three projects, delays short-term rentals zoning review. The board voted unanimously 4-0 for favorable recommendations on site plans for 25 Manchester Road and 119 Ridge Street and a special permit for 233 High Street. Town Planner Taylor Herman presented a draft zoning amendment to permit short-term rentals after the board heard that 32 properties are already operating as short-term rentals in Winchester; Select Board Chair Michelle Prior noted the town's interest in capturing local lodging tax revenue at the state room occupancy tax rate of 5.7 percent.
