WINCHESTER — Housing Partnership Board reviews housing authority operations and flags compliance issues at 33 Mt. Vernon Street. Chair John Suhrbier reported that Town Counsel Karas North identified multiple procedural violations by the Planning Board, including Open Meeting Law breaches and inadequate financial reviews, resulting in a $2 million in-lieu payment that falls far short of requirements for five on-site affordable units under Winchester's Inclusionary Housing Bylaw.
Select Board Liaison Michael Bettencourt stated the approval undermines all town inclusionary housing applications and practices. The board is also monitoring the Affordable Housing Trust's renovation efforts at 160 Forest Street, with three contractor submissions already received, and tracking Planning Board zoning procedure updates anticipated for the Fall 2026 Town Meeting.
