WINCHESTER — Housing Partnership Board endorses affordable housing settlement at 33 Mount Vernon Street. Chair John Suhrbier, Vice Chair Felicity Tuttle, and eleven board members voted 8-2 with one abstention to authorize Suhrbier and Legal Counsel David Klebanoff to negotiate a memorandum of understanding between Urban Spaces and the Affordable Housing Trust using $1,685,000 of a $2 million payment-in-lieu to create three deed-restricted one-bedroom affordable units at 80 percent area median income in the completed building. Select Board liaison Bill McGonigle and Planning Board representative Keri Layton voted against the motion, citing concerns about whether the revised unit sizes deviate from the approved Special Permit and whether the hybrid structure—combining on-site units with payment-in-lieu—complies with the town's Inclusionary Housing Bylaw.
