WINCHESTER — Historical Commission designates 31 Fells Road historically significant and imposes 12-month demolition delay. The Brackett House, designed by local architect Jerome Bailey Foster, was found by all seven commissioners to merit preservation under Chapter 14 of the town bylaws after applicant Hermany Da Silva proposed removing exterior siding and adding a second story. Chair Bruce Hickey determined the scope of work constitutes demolition and therefore requires commission review.
Commissioners offered design alternatives, including preserving the front facade and relocating additions to the rear, and scheduled a follow-up meeting to discuss preservation options during the delay period.
