HISTORICAL COMMISSION - TOWN CLERK'S OFFICE · Meeting of May 12, 2026

WINCHESTER — The Historical Commission unanimously approved two zoning applications, finding neither presents an adverse impact on Winchester's historical resources. At 22 Governors Ave, applicants William and Panthea Taghavi received approval for a special permit to add a second story above their garage with a 9.6-foot setback instead of the required 15 feet. At 24 Hillcrest Parkway, homeowner Ryan Baird's site plan review for retaining walls and decks was approved after Planning Board favorable action.

Architect Tom Boulay represented Baird, explaining the project complies with town guidelines and falls below stormwater thresholds, with landscaping mitigation and neighbor coordination. The commission also heard a downtown wayfinding presentation, discussed proposed demolition at 910 Main Street, and explored Community Preservation Act funding for studying carriage house preservation alternatives.
