Winchester committee votes unfavorably on Article 40 and considers new proposals. The Committee on Government Regulations voted 7-0 to recommend unfavorable action on Article 40, requesting Chair Steve Boksanski revise the report to emphasize standards; the panel heard presentations on Article 41, which would restrict anticoagulant rodenticides on school grounds, and Article 4, which would establish a Human Rights Commission. Decisions on Articles 4, 5, 6, and 41 are deferred to April 15.
