WINCHESTER — Finance Committee postpones Ledges parcel proposal, weighs retiree benefits cuts. Town Manager Chris Senior presented proposed changes to retiree health insurance benefits that would reduce the town's contribution from 70 percent to 50 percent, with expected savings of $100 million over 30 years; individual premiums may increase approximately $100 monthly. Residents Richard Bartels and Gloria Korta sought to sell a 20,000-square-foot parcel on Wainwright Road, assessed at $1.1 million and expected to generate $36,000 in additional annual tax revenue; the Finance Committee voted unanimously to postpone the proposal pending Planning Board review.

The committee also received updates on capital planning and long-range financial forecasting, including discussion of adopting a zero-based budgeting approach.
