Energy Management Committee names Todd Kosterman as chair for two years

WINCHESTER — Energy Management Committee elects Todd Kosterman as chair for two years. The committee approved Kosterman's nomination by Roger McPeek for a term beginning April 1, 2026, while deferring vice chair selection until the April meeting. Ken Pruitt reported progress on town solar projects co-sponsored by the Select Board and School Committee, with Solect Energy designing multiple installations including a redesigned Transfer Station canopy with weather protection for recycling containers.

The Lynch School solar system, completed three weeks ago, required inverter throttling to comply with 500-kilowatt limits that may soon rise to 1 megawatt under revised SMART rules. A $19 million Town Hall HVAC project remains off the warrant following the failure of a town override.
