WINCHESTER — Energy Management Committee unanimously backs $7.9M solar project. Chair Todd Kosterman's committee voted to support Article 16 for the 2026 Spring Town Meeting, authorizing borrowing of $7,943,000 for solar panel installation at Winchester High School, McCall Middle School, Vinson-Owen Elementary, the Department of Public Works facility, and the Transfer Station. Ken Pruitt noted the projects are expected to be cash positive within months and would generate revenue; the 25.5 percent federal tax credit expires after the vote window, representing an estimated $2 million incentive.
In a second vote, the committee recommended adoption of an Eversource no-interest loan to complete final-phase LED lighting at McCall, with a net cost of $78,500 and nine-year payback, contingent on the town identifying a repayment source.
