WINCHESTER — Design Review Committee rejects two single-family home projects on design grounds. The committee voted unanimously to recommend unfavorable action on demolition and reconstruction applications at 17 Dix Street and 189 High Street, citing excessive massing, disproportionate basement height, incoherent window patterns, and incompatibility with neighborhood character. At 540-542 Washington Street, the committee approved a revised site plan on a four-to-two vote with five design conditions, including roof geometry simplification and landscaping additions; Ellen Spencer and Adrian LeBuffe, Chair, opposed.
Three sign permit applications were approved without objection or with minor revisions.
