DESIGN REVIEW COMMITTEE - TOWN CLERK'S OFFICE · Meeting of September 2, 2026
Winchester Design Review Committee unanimously rejects two development applications. The committee recommended unfavorable action on John Leavitt's proposal to add a third story at 10-16 Mt. Vernon Street in the Central Business District, finding no substantive changes from previous submissions and noting the addition would be proportionally too great for the existing two-story building and fails to meet natural light code requirements.
The committee also recommended against Mark Donellan's plan to demolish the 1840 house at 67-69 Hemingway Street and build two family dwellings, citing failure to meet zoning requirements for coherent massing and the poor design choice of protruding garages.
