Committee Approves Framework for Capital Project Funding

Winchester committee on community preservation approves capital funding framework without specific dollar commitments. Chair Christina Marshall led the Committee on Community Preservation in a unanimous 7-0 vote on a plan to consult with the Capital Planning Committee on capital project funding needs while avoiding commitment to a specific dollar amount or percentage of CPA funds. Committee member Gerry Sheehan estimated approximately 36 percent of CPA funds might be directed to capital projects.
The Borggaard Beach project received all Conservation Commission approvals and is expected for completion in spring 2026.
