COMMITTEE APPROVES CHAPTER 5 AMENDMENTS, COMPLETES WARRANT REVIEW

Winchester regulations committee completes warrant article review. The Committee on Government Regulations unanimously endorsed three amendments to Chapter 5 of the bylaws, advancing clarifying language on voting procedures and consent agendas. The committee voted 7-0 to recommend favorable action on Article 6, placing Board of Health fees in Chapter 6, and 6-1 on Article 41 concerning rodenticide use, with no major operational or cost impacts noted.

The committee unanimously rejected Article 4, which would have established a human rights commission in the bylaws; the majority favored an advisory structure instead. Stephen Boksanski declared the committee's work complete.
