Committee adopts new operating rules, postpones bylaw review overhaul

Winchester regulations committee votes unanimously to adopt operating rules, delays bylaw review restructuring. The Committee on Government Regulations adopted new operating procedures on March 24, including language on the decennial review schedule. Select Board member Bill McGonigle proposed restructuring the decennial bylaw review to examine four chapters per year, but committee members recommended postponing the proposal until fall to avoid adding complexity to the spring town meeting warrant.

The committee scheduled public hearings on three to four bylaws in April and set an April 20 deadline for completing its work.
