Winchester Commissioners of Trust Funds approve portfolio rebalancing, defer restructuring decisions. Patrick Campbell's three-member board approved monthly expenditures of $42.25 from the H.F. Johnson Fund, $2,135.41 from the Cemetery Permanent Care Trust, and $778.30 from other Cemetery Funds for Memorial Day flowers, and acknowledged $14,050 in grave-sale revenue.

The four portfolios, totaling $22.5 million as of July 31, outperformed benchmark targets by 1.7 percent year-to-date; the Commissioners agreed to reduce non-income-paying commodity holdings in the Library Trust portfolio through purchases of IEMG and SPHD, with corresponding sales of VMO and GDX. A proposal to shift OPEB Trust portfolio management to an external firm and adjust the Stabilization Fund's investment parameters has been postponed until spring 2027.
