Board of Appeals approves 40B comprehensive permit for mixed-use Washington Street project

WINCHESTER — Zoning Board approves 40B permit for mixed-use development on Washington and Swanton Streets. The Board voted unanimously to approve Melanson Development's comprehensive permit for 64 rental units and 3,850 square feet of commercial space on property in the GBD Zoning District, with Chair Dorothy Simboli, Vice Chair Mark Andersen, and Regular Member David Feigenbaum voting in favor on March 26. The board previously voted 3-0 to close the public hearing, which opened May 21, 2025, ahead of the March 31 statutory deadline.
Town Counsel Karis North will revise the Draft Decision addressing conditions on parking, snow removal, and traffic signal timing before the board convenes April 16, 2026 at 6 PM for the final vote.
