Board advances review of Converse Place mixed-use project

Winchester Planning Board moves forward on mixed-use Converse Place development. The board unanimously approved multiple site plan standards for the proposed six-story mixed-use development at 10 Converse Place, including pedestrian access, emergency vehicle access, stormwater management, and parking standards. The applicant, Paul Ognibene of Urban Spaces LLC, offered to reduce the project to five stories with a proposed height of 59 feet and floor area ratio of approximately 2.6.
The board continued the public hearing to January 27, 2026, to address concerns about traffic circulation, historic preservation, cell phone antenna placement, and affordable housing requirements, with the Winchester Historic Commission having voted unfavorably on the proposal.
